As far a “how dev works” it’s honestly as varied as there are systems, styles, and computer-languages. For mine, the process is develop the core-game first, dump it in an engine second and rework what the engine breaks/renders obsolete, then send out to publishers/distro’s... (the latter will be early 2022, most likely)... Other times, the dev team knows exactly which system(s) they want to release on, thus get the license/structure from the host outfits and custom-fit their game onto that frame
